He is much like a normal penguin. If you click the Buddy icon, you could get the autographed background. If you clicked the Visit Igloo icon, it would take you to The Migrator. You could send him Mail and, I don’t why you would want to, but you could ignore him with the Ignore icon.
There have been rumors going around that Rockhopper is sometimes a robot and sometimed a real player. I see where they are coming from, as his actions and dialogue do somewhat suggest that he could be a robot, though there are suttle actions that persuade me that he is real. If you see him, check it out.
